Description: The bill creates a "circuit breaker" program under which homeowners or renters whose property tax bill or portion of their rent attributable to property taxes exceeds 5% of their income. The circuit breaker is a refundable income tax credit or rebate.

The credit or rebate would be capped based on the house's total resources, ranging from $1,000 to $200, with no credit or rebate available if a house's total resources exceed $100,000.

For renters, the rent attributable to property taxation is calculated by taking 15% of gross rent paid (total rent paid during the year).

Additionally, the credit or rebate are only available to those whose home value does not exceed the median home value of the county with the highest median home valuation or whose gross rent does not exceed the median gross rent of the county with the highest median gross rent.
