Description: The bill allows newly registered voters and currently registered voters to indicate partisan affiliation on their registration form or update form (including the ability to register or update to unaffiliated).

The bill does not alter the current authority for an elector to request the ballot of any partisan primary election, including issues-only, and codifies a Secretary of State directive that election officials may only challenge an elector on the ground that the elector is not actually affiliated with a political party if they have personal knowledge to that effect.

Candidates seeking a partisan nomination must be registered with the political party, and individuals who sign or circulate a primary candidate's petition must be registered with the same partisan affiliation as the candidate. Likewise, protests against a primary party's candidacy may only be filed by individuals with the same partisan affiliation.

Current law allowing any elector to sign an independent candidate's nominating petition is retained.
