House Bill 470
Lead Sponsors: Representative Terrence Upchurch
Status: Introduced (September 23, 2025)
Description: The bill creates an automatic voter registration system by requiring the Bureau of Motor Vehicles and the Department of Medicaid to provide information to the Secretary of State with electronic records concerning each person who appears to be eligible to register to vote or to update their registration. This information includes the individual's legal name, residential address, date of birth, state ID number or the last four digits of their Social Security Number, citizenship status, and an image of the person's signature.
The Secretary of State is then required to forward the information to the applicable board of elections, which will review the information and, if eligible to vote, must send the individual notice that they will either be registered or have their registration updated.
The bill creates additional procedures for boards of elections to follow if the notice is returned as an incorrect address and other steps to carry out the automatic voter registration system.
CCAO Position: No position (as of October 2025)
