Description: The bill requires each county board of elections to create and maintain a permanent absent voter list of all registered electors in the county who have requested to be placed on the list.

All voter registration forms, written and electronic, must include an option for the voter to request placement on the permanent absent voter list. A form must also be created to allow an individual to request removal from the list.

No later than 45 days before the closure of voter registration for an election, the board of elections must mail an absent voter ballot application to each elector included on the permanent absent voter list.
