Description: The bill codifies the Connect4Ohio Program, which would be used to provide funding for unfunded projects on the major new construction program list developed by the Department of Transportation and the Transportation Review Advisory Council.

The bill transfers the balance of the Expanded Sales Tax Holiday Fund (except for $250 million, which will remain in the fund) to fund the program.

The bill also alters the way that surplus revenue is distributed. If any surplus revenue after transfers to the Rainy Day Fund and after a transfer to the Expanded Sales Tax Holiday Fund to maintains the balance at $250 million, the remaining surplus is used to fund the Connect4Ohio program.
