Description: The bill prohibits law enforcement agencies from charging a fee to prepare a video record if the individual requesting the record is known to be or presumed to be in the video, or is a representative, spouse, parent, or child of such an individual.

The bill does not define how it is determined if an individual is presumed to be in a given requested video record.
