Description: The bill creates the Clean Ohio Fund and the Clean Ohio Council, which will administer the fund.
The Clean Ohio Fund will award grants and loans for brownfield remediation projects, including land acquisition, building demolition, and infrastructure installation to make the brownfield operational for economic development.
The fund will receive money from liquor sales remaining after transfers to JobsOhio are complete. Money in the fund shall be used for these purposes, in this order:
- An amount necessary to pay for administering the program,
- The lesser of 10% of the funds or $17.6 million to be split equally among the 88 counties for assessment projects,
- All remaining funds shall be used for grants or loans for projects approved by the Clean Ohio Council.
- No more than 15% of this amount may be used for loans.
Grants and loans for projects cannot cover more than 80% of the total project cost and are capped for a single project at $6 million.
The bill specifies that only boards of county commissioners and, for counties that have adopted a charter, the county executive are eligible applicants.
