Description: The bill alters the flow of support payments made under Ohio Works First, a part of the state's Temporary Assistance for Needy Families (TANF) programming.
Under the bill, payments to an assistance group (defined as a group of individuals treated as a unit for determining eligibility and assistance amounts) have a portion dedicated to the assistance group itself. If the group has one child, it must be paid $100 of the support collected; for two or more children, the group must be paid $200 of the support collected. Any remainder of support must be used to make cash assistance payments under Ohio Works First (under current law, the entire amount is used to make these payments).
The funding directly made to the assistance group is not to be included as income for determining the amount of cash assistance the group is eligible for or for a final eligibility determination.
