Description: The bill creates a tax credit, referred to as a "circuit breaker," for eligible homeowners and renters whose property taxes or portion of rent attributable to property taxes exceeds 5% of their income. Those who claim the circuit breaker may do so as a refundable tax credit or a direct rebate.
Eligibility is limited to those whose household income is less than $60,000, with that figure adjusted for inflation in subsequent years.
