Description: The bill requires the Ohio Family and Children First Cabinet Council to develop placement and treatment solutions for children with developmental or intellectual challenges and high-acuity behaviors. The solution must ensure that no child is required to sleep at a government agency or remain in a hospital without treatment access due to the lack of placement possibilities.

The Cabinet Council must collaborate with specific key stakeholders, including CCAO and the statewide associations for several human services levy-funded agencies (the Public Children Services Association of Ohio, the Ohio Job and Family Services Directors' Association, and the Ohio Association of County Boards of Developmental Disabilities).

The bill also requires the Department of Children and Youth to collaborate with the Department of Mental Health and Addiction Services and the Department of Developmental Disabilities to establish a streamlined licensing process for emergency placement facilities.
