Description: The bill requires local governments that require a person to obtain a certificate indicating a property is safe from lead hazards for rental registration to issue or deny the certification within 30 days and, if denied, notify the person of the specific components that lead to the denial.

Local Government Fund payments would be reduced for local governments that repeatedly miss the 30-day deadline (reduced by 10% if at least 50 individual instances in a fiscal year or reduced 20% if at least 500 individual instances in a fiscal year).
