Description: The bill authorizes solid waste management districts (SWMDs) to levy additional fees on the disposal of construction and demolition debris, allows SWMDs to use revenue from disposal fees to provide financial assistance to individual counties, health boards, municipalities, and townships to mitigate the effect of solid waste facilities upon public health and welfare.
The bill also allows a county in a joint SWMD that is the location of a solid waste facility and that collectively paid more than 75% of the joint SWMD's annual revenue in the prior year to unilaterally withdraw from the joint district.
