Lead Sponsors: Representative Brian Lorenz and Representative Tex Fischer
Status: Second hearing in House Local Government (October 8, 2025)
Description: The bill makes changes to timelines associated with land use reviews, building inspections, and road access management studies.
Land use requests are put on a “shot clock,” under which counties (along with townships and municipalities) must make a decision within 90 days, otherwise the request is deemed approved. A similar timeline, although only 30 days, applies to boards of zoning appeals.
Reviews of building construction project plans and inspections of the projects must be conducted within 30 days of request.
Counties and townships are prohibited from establishing road access standards that are stricter than corresponding state or federal regulations and requires that the entity conduct any necessary traffic studies within 45 days of a permit’s submission.
CCAO Position: No position (as of October 2025)
