General Assembly Page

Lead Sponsors: Senator Hearcel Craig and Senator Catherine Ingram

Status: Introduced (July 30, 2025)

Description: The bill repeals R.C. 9.68.

R.C. 9.68 prohibits local governments from enacting local policies (ordinances, rules, regulations, resolutions, practices, or other actions) that limit the ability of a person to own, possess, purchase, acquire, transport, store, carry, sell, transfer, manufacture, or keep firearms, ammunition, and knives without having to pay a fee or have liability insurance.

R.C. 9.68 does not prohibit zoning ordinances that regulate or prohibit the commercial sale of knives, firearms, and ammunition in residential or agricultural areas or that specify the hours of operations or areas where such commercial sales can occur if the ordinance is consistent with zoning limits on other retail establishments (i.e., does not target these commercial sales).

CCAO Position: No position (as of October 2025)
