Lead Sponsors: Representative David Thomas and Representative Thomas Hall
Status: First hearing in House Local Government (May 28, 2025)
Description: The bill requires townships and municipalities to provide firefighting services and EMS services. The provision of these services can be direct (township fire districts or municipal fire departments), through joint districts, through contracts with other townships or municipalities, or through contracts with private entities.
The bill does not apply to counties. It also does not appear to allow townships and municipalities to contract with counties to provide EMS services.
The bill also creates the Fire and EMS Shared Services Reimbursement Grant Program to receive a one-time grant to offset up to 50% (or a maximum of $100,000) of the expenses incurred within one year of joining a district or entering into a contract.
CCAO Position: No position (as of October 2025)
