Description: The bill institutes a property tax "freeze" for certain homeowners, where their property tax bill is reduced by the amount it exceeds their bill the prior year. The freeze is authorized for property owned and occupied by a person aged 65 years or older and whose total income does not exceed $70,000.

There is no mechanism in the bill to reimburse counties and other local governments for property tax revenue foregone due to the freeze.

CCAO Position: CCAO opposes property tax rollbacks or freezes that are not funded by the state.
