Description: The bill makes a number of changes pertaining to residential facilities (including group homes) operated by a public children services agency (PCSA), a private child placing agency (PCPA), a private noncustodial agency, or superintendent of a county or district children's home.

Requires PCSAs and PCPAs with custody of children to inform the operator of a residential facility of any charges for which the child was adjudicated in the past and prohibits such children from being placed in facilities that have children who have not been adjudicated.

Requires PCSAs and PCPAs to conduct monthly in-person visits of any facility that houses children the agency has in custody.

Requires PCSAs and PCPAs to conduct reviews of a child's placement if the child presents to an emergency department or admitted to a hospital, if a police report is generated with regards to the child, or if the agency determines a review is necessary after the required in-person review.
