Description: The bill makes changes to the oversight of public assistance programs.
Regarding Supplemental Nutrition Assistance Program (SNAP), the Ohio Department of Job and Family Services must monitor the balances of accounts greater than $2,000 and take steps to determine if the account is active. The department also must implement an option wherein a noncustodial parent must comply with child support court orders to qualify for SNAP.
The department must also include in its quarterly SNAP reports to the General Assembly the number of accounts with whole-dollar transactions and information concerning out-of-state SNAP transactions.
Regarding Medicaid, the Department of Medicaid is prohibited from conducting post-enrollment verification of income or non-income-related eligibility; instead, the Department must conduct verifications before enrollment. The Department is also banned from accepting self-attestation of income or designating itself as a qualified health entity to make presumptive eligibility determinations.
