Description: The bill modifies the procedure undertaken when a village dissolves. When it is decided a village will dissolve (upon the passage of a dissolution question ballot issue), a Transition Supervisory Board is created, consisting of three voting members (the county auditor, the county recorder, and one county commissioner) and a number of non-voting members equal to the number of townships affected by the dissolution (either one of the township trustees or the township fiscal officer). The Transitional Supervisory Board is tasked with overseeing the settling of the village's obligations, lawsuits, and other functions.
The bill also makes a number of unrelated changes to state law. These include:
CCAO Position: Proponent
Other Notes: The Ohio Township Association (House; Senate) and the Ohio Recorders Association (House; Senate) provided proponent testimony in both chambers. Clermont County Commissioner Bonnie Batchler, Clermont County Commissioner David Painter, and the County Auditors Association of Ohio also provided testimony.
