President Biden signed the American Rescue Plan Act of 2021 on March 11. The Act provides $65.1 billion in COVID-19 fiscal relief grants to county governments across the county. The funds will be distributed directly by the US Treasury Department to counties without the need for appropriation by the state legislature. Treasury must distribute the first 50% of the grant amount within 60 days of the bill’s passage. The remaining 50% will be distributed no sooner than 12 months after the first payment.
The US Treasury is in the process of developing rules and guidelines to implement the law. CCAO will provide a webinar for members after the Treasury Department releases its guidance.
