Lead Sponsors: Representative Angela King and Representative Phil Plummer
Status: Adopted by the House 85-0 (December 6, 2023); Adopted by the Senate 30-0 (April 10, 2024)
Description: The resolution calls upon the U.S. Congress to repeal two provisions of the Social Security Act: the Windfall Elimination Provision and the Government Pension Offset. The two provisions generally reduce the Social Security benefits an individual receives upon retirement if they or a spouse would also receive a pension from a public pension system.
The two provisions have caused difficulty for local governments in hiring workers who are concerned about losing their Social Security benefits after working most of their life in the private sector.
CCAO Position: Proponent. Tuscarawas County Commissioner Chris Abbuhl has provided testimony on behalf of CCAO in both the House and the Senate.
