Description: The bill creates a licensing procedure for companies that sell, provide, install, or manage traffic law photo-monitoring devices. These include red light cameras, cameras to detect speeding infractions, and other photography-based enforcement mechanisms.

The bill also levies a gross receipts tax of 8% on those licensed companies, with the revenue from the tax being used to funding post-traumatic stress disorder treatment for public safety officers.
