Description: The bill generally limits the ability of municipalities to place liens on property for the nonpayment of rates and charges for sewerage and collection or disposal services by requiring that the municipality take certain actions before a lien can be placed.
The bill exempts counties that operate as municipal services providers from the scope of the bill.
